Joseph Boylan’s career spans multiple industries, providing a unique skill set that has formed the basis for his role as a Chief Operating Officer for ENX2 Marketing. Joseph began his career in higher education with Wilkes University as a Research Analyst for the Institute for Public Policy & Economic Development, before transiting to government, serving as a Chief of Staff in the Pennsylvania House of Representatives and District Director in the Pennsylvania Senate. In addition, Joseph was a part of launching two private consulting firms: Ashburn Advisors and Argent Eagle Development Company – driving economic development across Pennsylvania.
In his latest role, Joseph served as Executive Director of Wilkes-Barre Connect – the Entrepreneurial and Economic Development arm of the Greater Wilkes-Barre Chamber. Joseph’s approach led to Wilkes-Barre Connect becoming a hub of innovation and creativity, providing design services for national and statewide partners, launching several pilot programs, including:
- The Direct Effect Innovation Challenge (Partner: US Postal Service)
- NEPA Works (Partner: ARC and PA DCED)
- The PARKS Portal (Partner: PA DCED)
- America250PA Innovation Team (Partner: America250PA)
In addition, Joseph represents Northeastern Pennsylvania across the country, speaking at several events, including most recently the Boston Innovation Festival (May 2019), where he led a session on Wilkes-Barre’s transformation from a coal region to a hub of innovation. This experience led to Joseph launching the inaugural Wilkes-Barre Connect Conference held in November 2019 – featuring speakers from the Obama White House, MIT, IBM, and the USPS. The three-day event garnered statewide attention and included a large audience of students representing 8 high schools and 15 universities.
Joseph serves on several boards including the America250PA Innovation Team, the Penn State University Advisory Board (PAST – Wilkes-Barre Campus), Vice Chair of the Maternal & Family Health Services, Greater Wilkes-Barre Industrial Fund, Wilkes-Barre Connect Partners, and the Wyoming Valley Challenger League. He was also named “Top 20 Under 40” by the Northeastern Pennsylvania Business Journal in 2015 and is a recognized mentor for the Wilkes University Allan P. Kirby Center for Free Enterprise and Entrepreneurship. In addition, Joseph has experience in entrepreneurial development, small business management, and maintains a tremendous commitment to philanthropic efforts – including the Boylan Foundation, created by his family in 2001.
Joseph is a proud (lifelong) resident of Northeastern Pennsylvania and son of a Public School Teacher (Mom) and Serial Entrepreneur (Dad). His parents and amazing sister (Shannon) and brother (Clancy) have shaped who he is and what he stands for. In his spare time, you’ll find him listening to music, cheering on the Philly sports teams, and enjoying the company of his daughter Madeline and pup Maggie.
Joseph earned his Bachelor of Science in Business with a concentration in Marketing and Management from Penn State University and holds certifications in Design Thinking and Innovation Management.
